1. The Saskatchewan Honours Advisory Council Must Rely on Outside Experts to Judge Nominations of Researchers in Engineering, Computer Science, Mathematics, Physics, and Geology
The secretary of the Saskatchewan Honours Advisory Council, Jason Quilliam, stated the following in his one email to me: "The Saskatchewan Honours Advisory Council (SHAC) is an arm’s-length council made up largely of former recipients of our country and province’s highest honours. They also include as ex-officio members the Chief Justices of the Court of Appeals and King’s Bench (on a rotational basis), as well as the Presidents of the UofR and UofS (also rotating). I have Cc’d our Chair, Mr. Mitchell Holash; a Prince Albert-based lawyer."
Jason Quilliam should be ashamed to refer to the Saskatchewan Order of Merit as one of the province's highest honors when researchers in engineering, computer science, mathematics, physics, and geology have never been fairly considered for the award.
When people who previously won the Saskatchewan Order of Merit are appointed to the Saskatchewan Honours Advisory Council and when people in arts, entertainment, business, politics, philanthropy, and health science have been getting preferential treatment for the award, then people in these fields are appointed to the Saskatchewan Honours Advisory Council and people in these fields are much more likely to continue receiving preferential treatment for the Saskatchewan Order of Merit.
When people who previously won the Saskatchewan Order of Merit are appointed to the Saskatchewan Honours Advisory Council and when researchers in engineering, computer science, mathematics, physics, and geology have never been fairly considered for the award, then researchers in these fields are not appointed to the Saskatchewan Honours Advisory Council and researchers in these fields are much more likely to not be fairly considered. again for the Saskatchewan Order of Merit.
Did Jason Quilliam see these problems and warn the Executive Council of the Government of Saskatchewan about them? If not, he is an extremely ineffective leader in my opinion and shouldn't be the secretary of the Saskatchewan Honours Advisory Council.

Anyone can understand the value of work in arts, entertainment, business, politics, philanthropy, and health science. But people in these fields often can't understand or appreciate the value of research in engineering, computer science, mathematics, physics, and geology. Anyone can recognize good fiction books, good fiction movies, good songs, successful entrepreneurship, generous donations, or important health research, but most people don't have the knowledge or education to recognize, appreciate, or understand the value of research in engineering, computer science, mathematics, physics, and geology. For example, most people don't have the knowledge or education to understand, recognize, or appreciate the value of extremely important theoretical advancements like time series analysis, the Z-transform, genetic algorithms, new optimization methods using computational intelligence, and new control methods using computational intelligence.
Why are so many lawyers (including judges) on the Saskatchewan Honours Advisory Council while researchers in engineering, computer science, mathematics, physics, and geology are not appointed to the Saskatchewan Honours Advisory Council? It's extremely foolish for the Government of Saskatchewan to appoint a lawyer like Mitchell Holash to be the chair of the Saskatchewan Honours Advisory Council when there are already two lawyers (judges) on the Saskatchewan Honours Advisory Council. There is much more than enough knowledge of the legal profession on the Saskatchewan Honours Advisory Council and barely any knowledge of research in engineering, mathematics, computer science, geology, and physics on the Saskatchewan Honours Advisory Council.
You don't have researchers in engineering, computer science, mathematics, physics, or geology judging court cases so why would you have lawyers (including judges) judging research and researchers in engineering, computer science, mathematics, physics, or geology? Engineering, computer science, mathematics, physics, and geology are extremely complicated subjects. Lawyers who haven't studied thse subjects don't have the knowledge or education to understand, recognize, or appreciate the value of research in these fields. For example, they don't have the knowledge or education to understand, recognize, or appreciate the value of extremely important theoretical advancements like time series analysis, the Z-transform, genetic algorithms, new optimization methods using computational intelligence, and new control methods using computational intelligence. Lawyers understand, recognize, and appreciate their own field. That's why someone like William Ready won the Saskatchewan Order of Merit in 2019:
Peter Stoicheff should not be on the Saskatchewan Honours Advisory Council because he brings no useful knowledge to the council in my opinion. Peter Stoicheff has degrees in literature. You don't need a degree in literature to tell that a writer is good, but you need degrees in engineering, mathematics, computer science, physics, or geology to understand and appreciate the value of research in these fields.
Jeff Keshen should not be on the Saskatchewan Honours Advisory Council because he brings no useful knowledge to the council in my opinion. Jeff Keshen has degrees in history. You don't need a degree in history to tell that a history researcher is good, but you need degrees in engineering, mathematics, computer science, physics, or geology to understand and appreciate the value of research in these fields.
People on the Saskatchewan Honours Advisory Council like Mitchell Holash, Peter Stoicheff, and Jeff Keshen should recognize their limitations. They should openly admit to the Government of Saskatchewan that they don't have the university education to judge research and researchers in engineering, computer science, mathematics, physics, and geology. For example, if they haven't studied engineering, computer science, or mathematics, how can they understand, recognize, or appreciate the value of extremely important theoretical advancements like time series analysis, the Z-transform, genetic algorithms, new optimization methods using computational intelligence, and new control methods using computational intelligence?
Obviously, the Saskatchewan Honours Advisory Council doesn't have the expertise in engineering, computer science, mathematics, physics, and geology to judge or appreciate the value of research in these fields.
Because of the lack of researchers in engineering, computer science, mathematics, physics, and geology on the Saskatchewan Honours Advisory Council, it should be calling upon outside experts in these fields to evaluate nominations for researchers in engineering, computer science, mathematics, physics, and geology. Then the Saskatchewan Honours Advisory Council should follow the recommendations of the outside experts.
I repeatedly emailed Raynelle Wilson, Jason Quilliam, Jo-Ann Wood, Mitchell Holash, Peter Stoicheff, Jeff Keshen, Melanie Coyle, Chelsey Vargo Wilson, Ashli Blondeau, and others to request that outside experts be appointed to evaluate the qualifications of a researcher in engineering, computer science, and mathematics and give their recommendations to the Saskatchewan Honours Advisory Council, but Raynelle Wilson, Jason Quilliam, Jo-Ann Wood, Mitchell Holash, Peter Stoicheff, Jeff Keshen, Melanie Coyle, Chelsey Vargo Wilson, Ashli Blondeau, and others didn't respond. Even if they were told to not respond, it's rude for them to not respond in my opinion.
Jason Quilliam, Mitchell Holash, Peter Stoicheff, and Jeff Keshen should be publicly demanding that outside experts be appointed to evaluate research and researchers in engineering, computer science, mathematics, physics, and geology.
I phoned Raynelle Wilson, the deputy minister to the premier of Saskatchewan, about appointing outside experts to review the research of researchers in engineering, computer science, mathematics, physics, and geology. Raynelle Wilson described the current process as "adequate" and was unwilling to have outside experts appointed. Raynelle Wilson is truly an extremely stupid person if she really believes that the current process is adequate when top researchers in engineering, computer science, mathematics, physics, and geology aren't winning the Saskatchewan Order of Merit. If Raynelle Wilson doesn't really believe that the current process is adequate, then she should be ashamed of herself for not working to get outside experts appointed. Raynelle Wilson is the worst deputy minister imaginable in my opinion.
Raynelle Wilson is the deputy minister to Scott Moe. Since 2022, I have been repeatedly notifying the Government of Saskatchewan, Saskatchewan Honours Advisory Council, and Saskatchewan Protocol Office about the unfair consideration of researchers in engineering, computer science, mathematics, physics, and geology for the Saskatchewan Order of Merit, but they have not fixed the problems and Raynelle Wilson has indicated that she thinks the current process is "adequate." Their competence is not adequate in my opinion.
It's easy to resolve the issue of unfair treatment of researchers in engineering, computer science, mathematics, physics, and geology by having the Saskatchewan Honours Advisory Council appoint two or three outside experts to evaluate research and researchers in these fields and then following the recommendations of the outside experts in awarding the Saskatchewan Order of Merit. The fact that the Government of Saskatchewan, Protocol Office, and Saskatchewan Honours Advisory Council won't fix the problem shows that they don't care about the problem and fair treatment of researchers in engineering, computer science, mathematics, physics, and geology.
2. People in Engineering, Computer Science, Mathematics, Physics, and Geology Should Not Be Supporting the Saskatchewan Party Because the Saskatchewan Party Doesn't Support Them
Raynelle Wilson, the deputy minister to Saskatchewan Party premier Scott Moe and a former Saskatchewan Party operative, said that she thinks the current process is "adequate" for choosing winners of the Saskatchewan Order of Merit. But with the current process, researchers in engineering, computer science, mathematics, physics, and geology aren't receiving the Saskatchewan Order of Merit. Raynelle Wilson is the worst deputy minister imaginable in my opinion.
When the Saskatchewan Party is not supporting people in engineering, computer science, mathematics, physics, and geology, why would you support the Saskatchewan Party if you work in one or more of these fields? Don't be a traitor to your profession. Don't support people who don't support you.

3. People in Engineering, Computer Science, Mathematics, Physics, and Geology Should Oppose Peter Stoicheff Being the University of Saskatchewan President
The University of Saskatchewan president is on the Saskatchewan Honours Advisory Council, which chooses winners for the Saskatchewan Order of Merit. Peter Stoicheff has failed to get the Saskatchewan Honours Advisory Council to award the Saskatchewan Order of Merit to top researchers in engineering, computer science, mathematics, physics, or geology. I don't know if Peter Stoicheff even tried.
I haven't seen Peter Stoicheff make public statements to condemn the Saskatchewan Honours Advisory Council for its inferior treatment of researchers in engineering, computer science, mathematics, physics, and geology for the Saskatchewan Order of Merit. Does Peter Stoicheff care about the inferior treatment of researchers in engineering, computer science, mathematics, physics, and geology for the Saskatchewan Order of Merit?
When researchers in engineering, computer science, mathematics, physics, or geology apply for a grant, English professors like Peter Stoicheff don't review the grant applications. How can Peter Stoicheff review the value of research in engineering, computer science, mathematics, physics, or geology as a member of the Saskatchewan Honours Advisory Council?
Does Peter Stoicheff know what a MOSFET, differential equation, or Maxwell equation is? If he is not familiar with simple knowledge like this, how can he judge research of researchers in engineering, computer science, mathematics, or physics as a member of the Saskatchewan Honours Advisory Council?
With his English degrees, Peter Stoicheff isn't qualified to judge research of researchers in engineering, computer science, mathematics, physics, or geology. With his English degrees, Peter Stoicheff should have told the Government of Saskatchewan that he isn't qualified to judge the research of researchers in engineering, computer science, mathematics, physics, or geology as a member of the Saskatchewan Honours Advisory Council. If there was a university president who studied engineering, mathematics, or physical sciences, he would be much more qualified to understand and appreciate research of researchers in engineering, computer science, mathematics, physics, or geology as a member of the Saskatchewan Honours Advisory Council.
According to his professional biography, Peter Stoicheff is mainly interested in some of the same fields that have been getting preferential treatment for the Saskatchewan Order of Merit: literature, music, and art.
Peter Stoicheff has a long history of not doing enough in my opinion to get researchers in engineering, computer science, mathematics, physics, or geology to be recognized outside the university. Instead, Peter Stoicheff was trying to get Joni Mitchell to be recognized. Is Peter Stoicheff a Joni Mitchell fanboy? Musicians and actors get enough recognition. Peter Stoicheff isn't paid to promote Joni Mitchell. Joni Mitchell has staff for that.

5. Jason Quilliam, Secretary of the Saskatchewan Honours Advisory Council and Chief of Protocol, Should Be Severely Criticized
Raynelle Wilson said she thinks the current process for judging the Saskatchewan Order of Merit is "adequate" and only tried to convince me to stop criticizing Jason Quilliam. Jason Quilliam should be severely criticized for not recognizing and rectifying the problem with unfair treatment of researchers in engineering, computer science, mathematics, physics, and geology for the Saskatchewan Order of Merit like an effective leader would have done in my opinion. Jason Quilliam should be severely criticized for telling The StarPhoenix that anyone who has done anything prominent in Saskatchewan over the past 35 years has either won the Saskatchewan Order of Merit or not been nominated when researchers in engineering, computer science, mathematics, physics, and geology have never been fairly considered for the award. Jason Quilliam should be severely criticized for saying that he is excited to announce the winners of the Saskatchewan Order of Merit when he was made aware that researchers in engineering, computer science, mathematics, physics, and geology have never been fairly considered.. Jason Quilliam should be severely criticized for not expressing outrage or even concern to the public over the unfair treatment of researchers in engineering, computer science, mathematics, physics, and geology by the Saskatchewan Honours Advisory Council. Last but not least, Jason Quilliam should be severely criticized for repeatedly promoting the monarchy limited to one parasitic royal family in tweets and by coordinating royal visits while virtue signalling in my opinion on other issues. Jason Quilliam is the worst imaginable secretary of the Saskatchewan Honours Advisory Council in my opinion.
Jason Quilliam said that he was "so excited" to announce winners of the Saskatchewan Order of Merit after being repeatedly notified that researchers in engineering, computer science, mathematics, physics, and geology were not fairly considered for the Saskatchewan Order of Merit by the Saskatchewan Honours Advisory Council. Would someone who cares about this unfair treatment say that he is "so excited" to announce the winners? Decide for yourself.
6. Chief of Protocol Should Not Be the Secretary of the Saskatchewan Honours Advisory Council
The chief of protocol should not be the secretary of the Saskatchewan Honours Advisory Council, which chooses the winners of the Saskatchewan Order of Merit. The chief of protocol respects the royal family or is forced to act like he respects the royal family as part of his job.
The royal family gets all kinds of awards, honours and titles because of their heredity or because they married into the royal family. Only a blind fool can't see this. The royal family is not getting their awards, honours and titles because of significant merit. Only a blind fool can't see this. The rest of the Saskatchewan Honours Advisory Council picks the winners of the Saskatchewan Order of Merit. However, it does not look appropriate for the secretary of the Saskatchewan Honours Advisory Council to be the chief of protocol when the Saskatchewan Honours Advisory Council is supposed to select winners based on merit and the royal family gets all kinds of awards, honours and titles based on heredity or because they married into the royal family.
7. No Notification from the Protocol Office for the Government of Saskatchewan If the Nominee Didn't Win the Saskatchewan Order of Merit
The staff of the Protocol Office don't even bother notifying people who have nominated someone for the Saskatchewan Order of Merit about the decision of the Saskatchewan Honours Advisory Council if the nominee wasn't chosen for the Saskatchewan Order of Merit. This is highly unprofessional in my opinion. Why don't Jason Quilliam, Melanie Coyle, Chelsey Vargo Wilson, Ashli Blondeau, and Jo-Ann Wood notify people about the decisions?
